On October 21, ISO / TMB approved the ISO international standard of cloud kitchen service guide proposed by China with the Resolution No. 83 of 2020, and the project number is ISO / IWA 40. The project is the first international standard approved by China in the field of sharing economy, which makes China the second country in the world to be approved to take the lead in formulating international standards in the field of sharing economy after Canada.


It is understood that novel coronavirus pneumonia epidemic has been greatly affected by catering industry since this year. Relevant statistical data show that during the epidemic period, 78% of catering enterprises in China lost more than one time of business income, and only 5% of catering enterprises lost less than 70%. Many traditional catering enterprises are forced to transform to carry out online services due to their inability to provide in-house dining. New concepts such as "contactless distribution", "shared employees", "cloud kitchen (shared kitchen)" are emerging.


The relevant person in charge of CCPIT told China trade daily that "cloud kitchen (shared kitchen)" is a typical business model for intensive operation of takeout catering merchants. By providing a series of supporting services such as professional catering operation site, Internet of things facilities and equipment, offline catering operation management, brand building, big data analysis and other supporting services, the operation enterprises of this mode can solve the problems of insufficient regional supply, high cost and low food safety guarantee of traditional catering enterprises and merchants, and provide them with more economic, convenient and good business channels. Under the influence of novel coronavirus pneumonia, "cloud kitchen (shared kitchen)" has become an important platform for traditional catering enterprises and merchants to achieve lower cost, faster recovery of business and better integration into online development.

In order to promote the standardization of "cloud kitchen (shared kitchen)", since this year, CCPIT has established the working path of "group standard development first, then ISO international standard proposal". In the first stage, CCPIT, together with relevant platform enterprises of "cloud kitchen (shared kitchen)" in China, panda star kitchen, Jike alliance and some catering merchants jointly developed the group standard, and issued the domestic group standard "shared kitchen service specification" (T / ccpitsc 045-2020) on June 10.


In the second stage, under the guidance and strong support of the standard innovation Department of the State Administration of market supervision and administration, CCPIT, together with relevant standardization technical service institutions, has extensively investigated the takeout industry and "cloud kitchen (shared kitchen)" business model in various countries in the world, and developed the cloud kitchen service based on the group standard of shared kitchen service specification ISO international standard proposal materials. On September 23, ISO / TMB launched a four week vote on the standard proposal of cloud kitchen service guide. On October 21, voting results showed that of the 15 countries with voting rights in ISO / TMB, 14 countries except Mexico participated in the voting. Among them, 13 countries are in favor of it and one country is against (Japan), with a passing rate of 92.86%. Among the countries that voted for it, except for the United States, which proposed that privacy protection should be considered in the future development of standards, other countries did not put forward new comments.


According to Yao Xin, Secretary General of CCPIT, the project of cloud kitchen ISO international standard proposal is based on the concept of "Chinese service standardization and Chinese standard internationalization", and adopts the path of "group standard through ISO international standard". From June 10, the group standard of "shared kitchen service specification" was released, and the international standard of ISO / IWA 40 "cloud kitchen service guide" was established, it only took 133 days. "On the one hand, it validates the advantages of group standards in responding to market and innovation demands rapidly, and on the other hand, it also verifies the feasible path of rapid internationalization of group standards."


Yao Xin said that the 2020 government work report proposed the development of platform economy and sharing economy to stimulate social creativity. This is the fourth consecutive year that the "sharing economy" has been written into the government work report, which means that the government continues to affirm the sharing economy, and also puts forward higher requirements for the healthy and orderly development of the sharing economy. The international standard of sharing economy is the focus and hot spot in the world. In September, the opinions of the general office of the State Council on accelerating the development of new consumption with new formats and new models (GBF [2020] No. 32) proposed to promote the construction of new consumption standardization, and support and encourage platform enterprises, industry organizations, research institutions, etc. to study and formulate service standards supporting new consumption. The establishment of cloud kitchen ISO international standard proposal will help to encourage China's platform enterprises, industry organizations and research institutions to speed up the carding of new business forms and new models in the field of service industry, condense the good practices of the industry, transform more Chinese innovative services into domestic standards, and then contribute more Chinese wisdom on the international standardization stage.
